Having herding instinct means the dog has a need to control movement. Having a need to control movement means they like to stop movement. Liking to stop movement means they’ll use their mouth or chase down “movement” to stop it. They don’t chase for the sake of chasing or because they're scared.They chase because their instinct tells them the moving thing needs to be stopped.
